This is an improper installation for the reasons listed below:
•Unit is a bottom discharge unit, the cold air supply vents from front left underside of unit and blows downwards.
Units need to be positioned at highest and central point of cabinet or room,
this would be to ensure proper air circulation (as you will have the physics of cold air falling, warmer air rising).
You are not venting the hot exhaust into an open, ventilated area.
Please see link below for complete proper installation details.

Unit's exhaust and intake:
•Unit's exhaust side (rear) of cooling unit would need to be flush with exterior wall so that the hot air can dissipate into an open/ventilated space.
•The cooling unit produces cooling supplied into the cabinet, meanwhile it also generates heat that must be exhausted outside the cabinet.
•The cooling unit must intake adequate fresh ambient-air to work properly.
PROPER INSTALLATION: PROPER ELEVATION, AIR SUPPLY UNBLOCKED WITH PROPER VENTILATION

This is an improper installation for the reasons listed below:
•Unit is a bottom discharge unit, the cold air supply vents from front mid-section of unit and blows downwards.

this would be to ensure proper air circulation (as you will have the physics of cold air falling, warmer air rising).

Unit placed directly on the floor.
•Since cold air is heavier and denser, it will gravitate to ground, and the warmer air rising will not chill your room as desired.
In addition, since the unit’s sensor is so close to the cold air on the ground, the unit will short cycle on/off and thus inhibit the unit to run long enough to cool the room.

If you hire a local technician to diagnose what is the issue or parts needed, I will gladly supply parts at no cost but unit is not eligible for full replacement nor is labor is covered.

ENSURING RUBBER GROMMET IS FULLY SEALED (CD COOLING UNITS ONLY):
And also that back section is where the hot exhaust is blowing out from.

Understandable, and per our manufacturer's specifications, we advise unit's setup and installation to not operate in an environment over 95*F.
General rule of thumb in the HVAC industry, a 16-18 degree differential between cold air supply and exhaust is to be expected.
Unit's delta-T for cooling output vs hot exhaust is relative to the ambient conditions.
If unit's fresh air intake is exposed to hot ambient air, the unit's cooling capacity will slightly diminish.
The cooling systems can cool a maximum of 25 degrees below the ambient temperature in the room.
Therefore, you want to place the unit in a room with an ambient temperature in the range of 55° and 78°F.
Models using a more powerful cooling unit (like the 500E) may be suitable for use in areas with an ambient temperature up to 95°F.
****DURING THE HOTTER SUMMER MONTHS:
Units being programmed to 55*f and running continually between 61*f - 63*f, unit is working to best of its ability due to excessive heat. However, if ambient temperature is high as 85*f - 95*f, temperature setting will need to be adjusted higher to prevent continuous operation and potential mechanical damage to compressor motor.

This is an improper installation for the reasons listed below:
Cold supply air vent is blocked.
•Unit is a bottom discharge unit, the cold air supply vents from front left underside of unit and blows downwards and needs to be suspended above the target area that you want to chill.
By placing the unit on a shelf, the air vent is completely blocked off thus the cold air is trapped and is being blown back onto coil resulting in freezing over. Eventually, this can also result in excess condensate overflow. You do not want standing water in the bottom of unit, please remove unit and tilt unit diagonally towards back right corner for water to drain.
Improper ventilation for hot exhaust and ambient intake, cannot be ducted or funneled.
•The cooling unit produces cooling supplied into the cabinet, meanwhile it also generates heat that must be exhausted outside the cabinet.
•Unit's exhaust side (rear) of cooling unit would need to be flush with exterior wall so that the hot air can naturally dissipate into an open/ventilated space. Unit's back side needs to be immediately exposed to open area for fresh ambient air intake.
